Trump's Progressive Alarm Misses Europe's True Danger: Economic Stagnation.

The recent US security policy document offers a misguided view of Europe. The document asserts that open-border policies and so-called "woke" policies represent an existential threat to European civilization. However, this argument is based on a serious misinterpretation of the situation. The actual challenge confronting Europe is not cultural but technological and economic lag.

A Glaring Economic Gap Separating the US and Europe

Statistics paint a sobering picture. From 2008 and 2023, American economic output grew by eighty-seven percent, compared to a paltry thirteen and a half percent growth for the EU. During this time, EU GDP per capita fell from 76.5% to just half of the US level. Strikingly, even Mississippi now boasts a greater average income than major EU nations like Italy and France.

Currently, roughly 50% of the global 50 largest tech companies are American, while only four are from Europe.

The Innovation Shortfall: A Critical Question

This widening economic gap stems from superior efficiency gains in the United States, fueled by technological innovation and higher total factor productivity. The landscape of global tech leadership is overwhelmingly American. Over the past five decades, hundreds of American startups have scaled into companies valued at more than $10bn, versus just 14 in the European continent.

This gap raises a pressing question: In the race for future industries like semiconductors, AI, and quantum computing, where does Europe stand? Experts widely concede it is largely a two-horse race involving the US and China, with European nations entering at a clear handicap.

Root Causes of Europe's Technological Lag

A number of key reasons explain this innovation chasm.

  • Venture Capital: The US boasts a much more robust and more dynamic system for funding startups. The EU has yet to establish a true unified investment market, which limits the growth potential of emerging companies.
  • Bureaucratic Hurdles: Complex and divided rules hamper European business. A American entrepreneur can introduce a product under one regulatory framework to access a market of hundreds of millions. The EU, despite a bigger population size, is split among 27 different national systems, creating huge internal barriers.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure vary greatly. In parts of Europe, a startup's collapse was once met with stigma, whereas in the US, it is often seen as a valuable lesson.
  • Military Investment: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. Europe's chronic underinvestment in defense has eroded its capacity for pioneering research.

The Road Ahead: Grounds for Hopefulness

In spite of these hurdles, there are reasons for hope. Policymakers are growing more conscious of the existential challenge and have begun to propose serious reform. Key analyses on European competitiveness and the single market highlight the need for sweeping changes.

With the right incentives and rule changes, Europe's strengths could support much higher degrees of commercial innovation.

Europe still possesses significant strengths: skilled human capital, top-tier schools and universities, and world-class labs. Coupled with a large internal market and substantial household savings, these foundations have the potential to trigger a surge of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in creating cutting-edge tech, it can still dramatically boost economic output by implementing and tailoring innovations from elsewhere.

A Critical Juncture

The European Union now stands at a decisive moment. To paraphrase a famous line, decline often happens "gradually and then suddenly". So far, Europe's technological decline has been gradual. But, if it fails to take decisive action to address its deep-seated problems, today's slow erosion could turn into a rapid and permanent decline in world influence.
